OpenVINO TensorFlow SavedModel `variables.index` segfault PoC

This PoC reconstructs a crafted TensorFlow SavedModel that makes OpenVINO crash during conversion.

What this repo shows:

A malformed variables/variables.index file can make ovc or ov.convert_model() crash while parsing a SavedModel directory.
The verified effect is a denial of service (SIGSEGV) on OpenVINO 2026.2.1-21919-ede283a88e3-releases/2026/2.

What this repo does not show:

The crafted artifact corresponds to a single-byte mutation in variables/variables.index at offset 135, changing 0x00 to 0xff.
